Yes, size is outer length of the shoes.

Shoes will fit on our ATH body, Iplehouse EID, and Dollshe 28M feet.

Our ATH feet length is 10.1cm.

I don't have SD 17 or ID75 but I heard that Iplehouse EID and Soom ID75 can share shoes so I think it will fit on Soom ID75 feet.
